"Tag Synonym" page doesn't show '10 year for tag synonyms created in 2010 year after November 14th. And even for November 14 there is:

Maybe it is related somehow to Add Year to Dates for Dates within 11 Months. Since between today (Oct, 11'2011) and Nov, 14'2010 there are exactly 330 days = 30 days * 11 months. But is not consistent with what I see on the "Questions" page where all questions from 2010 have '10 suffix.

Your update is correct; the 330-day behavior is intentional. Since any calendar date between 330 and 365 days ago is to occur again within roughly the next five weeks, it is considered too confusing to omit the year in those cases. You've discovered the edge case, which admittedly might be a bit less jarring if the 330-day period snapped to whole UTC days or something similar. –  Tim Parenti May 13 '13 at 22:12
