What to do with an accepted answer that doesn't really answer the question?

There's a question on Stack Overflow which I personally feel has a very poor accepted answer. Split string using regular expression in Go

What exactly should people do if they feel that another persons question has a poor answer? Can I offer a bounty for that question, or would the person who posted the "accepted answer" get the points?
