Why not allow downvote only with at least an anonymous comment?
Down Voters Should be Forced to Leave a Comment (deleted, requires 10k meta rep)

Recently I answered a query on Stackoverflow and with in 10 minutes i got an upvote. Great. But after 1 hour I got a downvote on the same question with out any comments. That left me curious that someone found my answer useful and some felt I am talking rubbish. I have read a lot of times that why it is necessary to keep downvoting personal name a secret. But I wish to have a comment for sure that, why it was not helpful. I am not saying this because I lost 2 reputations, reputations are nothing but we do feel bad that our thinking is not entertained by few people and they consider our way of working as wrong.

I feel for this, we must force the downvoter to leave a reason while downvoting even after keeping his name a secret. Some answers may not be of help or may not work but are relative. In that case definitely downvoting should not be done. Because there are people who post a answers and downvote other answers to get more attention which is undoubtedly misleading the purpose of Stackoverflow. Downvoting is for a post which is violating Stackoverflow rules or deviating discussion direction. It will be great to moderate the downvotes, casted by people with less than a certain number of reputations. And certainly that number should not be very small like 500 or even 1000.

I got a downvote. lol. still I was talking about this question...

Hehe, kind of ironic that this post got downvoted without an explaination ;) – Marcus Oct 25 '11 at 19:55

What an original idea that nobody has ever thought of EVAR. – JNK Oct 25 '11 at 20:07
I threw you another downvote on your original answer, too, for your troubles. – JNK Oct 25 '11 at 20:09
F----- would downvote again – Won't Oct 25 '11 at 20:10
I'd consider posting a feature-request for forced comments on upvotes as well (why should upvoters get to be anonymous, huh?), but I'm sure it's been done before and I'm too lazy to search. – Matthew Read Oct 25 '11 at 20:25
This is the ONE MILLIONTH TIME this has been suggested, the ONE MILLIONTH TIME it has been downvoted into oblivion, and the ONE MILLIONTH TIME somebody has remarked on the "irony" of anonymous downvotes on such a suggestion. THERE IS NOTHING IRONIC ABOUT IT. Search for duplicates before making a post. – meagar Oct 26 '11 at 0:45
We should have the ability to downvote again if we leave a comment. ;) – Mateen Ulhaq Dec 30 '11 at 20:16
up vote 8 down vote accepted

Even though I feel that it would be very nice having a comment on why something was downvoted I don't think it's a good idea. Mainly because I think it would limit people to downvote if a restriction would be used. The harder it is for someone to do something, the less likely it is that someone does it.

And what about those downvotes that are already explained by someone else. It would just be spammed with the same downvote-comments.

@downvoter You didn't leave a comment. – Mateen Ulhaq Dec 30 '11 at 20:16
I think it should be required to provide a comment on the down-vote if none already exists. There are some (many?) questions that get down-voted with no comment whatsoever. – BlueMonkMN Nov 18 '13 at 13:53
