Summary and question:

Sometimes, when I am reviewing questions on SO, I find that some flag radio buttons don't load into all the options that I might can get to from the questions page itself? Is this a bug? by design? If it's not a bug, what does it mean? (might also be an issue with my browser, I guess -- found it occurring on Google Chrome on OSX and Lubuntu)

Examples

(laying out comparison between normal vs. abnormal behavior to be clear)

it doesn't belong here or is a duplicate option doesn't expand

  • Normal behavior: it doesn't belong here or is a duplicate -> list of flagging options
  • Infrequent weird behavior: click on it doesn't belong here or is a duplicate and no additional options appear.

offtopic option on it doesn't belong here or is a duplicate doesn't expand to migration list.

  • Normal behavior: flag -> it doesn't belong here -> offtopic -> list of migrations options appear.
  • Infrequent weird behavior: flag -> it doesn't belong here -> offtopic. No new screen of options appears.

In all cases, if I click through to the actual question page, the flag options go back to working normally.

UPDATE: If I stay on the review page, similar behavior occurs with all the other questions.

(I really wish there was a guide to the review screen--there's quite a bit of extra information, like highlighting and different backgrounds, but I can't figure out what all of it means).
