The profile popup (or whatever it is called, I'm not sure), appears when I hover on a user's name. But not for all users. Why?

When the users reaches x reputation?

Someone who is famous?

note: I don't mean the user's own profile popup at the top bar.

Once you become an established user with at least 1000 reputation, you gain the privilege of having an extended user card. The other requirement is that you have at least 28 characters in your About Me profile; otherwise, there simply won't be enough content to justify displaying the expanded card when a user mousesover the avatar.

You can of course recognize profiles with an expanded user card, as there will be a drop shadow around the avatar.
