Looks like my project Zyan Communication Framework won't pass the required threshold of six upvotes in this thread:

So I guess my ad won't appear on Stack Overflow as an ad. Submission rules state that my ad should be an original creation that didn't previously appear on Stack Overflow. Is it OK to resubmit it for the next round of open-source advertising program if it didn't pass the threshold in the previous round?

Sure, go ahead. It would be a different case if your submission was ill received and heavily down voted, you'd need to figure out what about your ad was found inappropriate by so many. This is the case with any content that you contribute.

In this case, you just barely missed it, so sure - feel free to try again. You could use the same ad if you want, or perhaps try another one, but only if you think a different ad for the same thing might be more successful. The ad hasn't flown, so it technically has not yet appeared.

The ads are there specifically for positive contributors in the Stack Overflow community; as long as you're following the guidelines there's no problem at all.

I am fairly certain that this would be perfectly fine, although I can't make the official call.

The way I read the guidelines given in the linked question, the only way you would be unable to resubmit the same ad is if it had already been chosen to run on the site:

Your ad should be an original creation which has not previously appeared on Stack Overflow. Please do not resubmit entries that have appeared as ads on Stack Overflow in previous periods.

Yours hasn't, so you're welcome to try again during the next round. Of course, if you have some more ideas, it wouldn't hurt to tweak the design a little in order to give yourself better odds of being selected by the community!
