Meta Stack Exchange is where users like you discuss bugs, features, and support issues that affect the software powering all 158 Stack Exchange communities.

What is meta?
Here's how it works:
  1. Any Stack Exchange user can ask a question
  2. The community provides support, votes on ideas, and reports bugs
  3. Your voice helps shape the way Stack Exchange operates

I want to have discussion site like SO for another purpose.

IS source of SO like sites http://meta.stackexchange.com/questions/4/list-of-stackexchange-sites free?

From where i can download, can i use on any site for any purpose free.

No, StackExchange and StackOverflow are not open-source software. However, you can pay a fee to use the stackexchange software on your own site1.

Alternatively, google for "open-source stackoverflow clone", which should give you a free alternative.

1 Apparently, stackexchange offers the first 45 days free as a trial

You should see the list of SO clones, some of which are open source, developed on the language the OP liked the most (Python, Ruby, PHP, ASP.Net).

You cannot download the source. Those sites are hosted by the Stack Exchange platform.
