I find that rot13 doesn't obfuscate enough, so I tend to run it twice (as I have with this sentence) to double the strength of the encryption. – Alconja Mar 11 '10 at 22:38

It's a dig at, a much-maligned precursor to stack overflow which used to (not anymore) encrypt answers with rot13 in order to force people to sign up for a paid account. Not sure what "fake" means in that context, though.

This is probably a reference to expert sex change, another site that does programming Q&A, but tries really hard to extract money from Google visitors before showing them the answer. I haven't personally seen this, but they probably have something on the page like "a9dkjhaf aslkdjfh asdflkajdshf" and say "click here to decrypt the answer!" This is the "fake rot-13" as mentioned above.
