Why is it that having an orange envelope at the top of the page seems to be completely unrelated to weather or not there are any new answers or comments?

It seems that most of the time when I press the orange envelope there is nothing there, and many times when I go to old questions I see that there are new answers and/or comments.

Is the "inbox" batch-processed, and when the envelope gets orange I have already read the new stuff, and when it's not orange and there is new stuff to be seen I have managed to find them before the batch processing got to it?
