I'm talking about 'by design' bounty bugs. Probably I should call them pending feature requests instead of bugs.

On first reading, I missed you were talking about [status-bydesign] bugs.

Those won't be fixed. The current behavior is by design, meaning completely intentional.

Here it also regularly seems to mean "caused by the way we designed our application", if the changes needed outweigh the benefits of fixing the problem. For example inconsistent vote counts, useless question bumping or reputation inconsistencies are probably hardly intentional. – sth Jun 3 '10 at 12:51
