Shouldn't it be more elaborate? If not, then I think it should be

About Stack Exchange Proposals.

or similar.

Is this "page" even linked from anywhere?

I don't know about internally, but I link to it on drmortensen.eu/jump.html, like for /search, /editing-help, /reputation and /faq. –  Peter Mortensen Jul 17 '10 at 11:06

@Wil: it is only there in the first place because the link is very easy to guess. All the other sites have a page on "/about". Nearly anybody could guess the link. If the About page is not going to be filled in with information then I think it should be invalidated (generate a 404). –  Peter Mortensen Jul 17 '10 at 17:07
    
@Peter Mortensen - As Jeff said, this isn't an actual page on that site that is linked from anything - You just assumed it would be there... This really isn't a bug. Granted they can delete the page, but why should they!? It is most likely there so they can edit and create an about page if/when they ever want to. –  William Hilsum Jul 17 '10 at 19:24
