I would guess you got downvoted for a misleading/subjective title. "Which SO question has the most answers?" is a valid question/title, "Which is the most popular"...less so. –  Nick Craver Aug 8 '10 at 12:58

Great programming quotes (that is listed in the question) is currently the question with the highest number of answers (and is by definition Community Wiki). Query to get the top 100 (using SEDE). (For on-screen results using SEDE JavaScript must be allowed from microsoft.com, otherwise they will saved as JSON.)

Popularity could also be defined in terms of votes or number of views.

@MPelletier: not too surprising at all, since it's the most noisy questions that are unlikely to see any truly new answers generated (nor will they ever be seen, lost in the mire as they are), so they are locked. –  Ether Aug 8 '10 at 17:28
