I just came up with an idea to help solve the issue with getting people to vote on proposals they follow. What if you found users that subscribed to proposals more than X days ago but have used less than, say, 2 of their on- or off-topic votes, and give them a system message akin to You have 2 favorite changes. See your favorites.? I know that would only work so far, but it might be a step in the right direction.

Maybe they changed it since I was last on Area 51, but didn't you always get notifications for activity in a proposal you followed, regardless of casting votes? – Grace Note Sep 21 '10 at 12:41
