Is there a way to do it in SO?

This can be done with the data explorer. For example:

Alternatively, the 10k tools provide such lists (only for the last 30 days, though).

The 10k tools only provide such lists from within a certain period of time (up to 30 days), not all-time. –  Jon Seigel Oct 6 '10 at 16:42

You can use the API to query all of the things that you ask for.

The onlything available right now through the site is the votes tab where you can see the questions with the most votes.
