When I ask a question, it is not listed in /questions?sort=newest While it is listed in /questions?sort=active'!

It happens for few minutes, then it also listed in newest.

Is there any caching issue?

Due to caching; this is normal.

There is a short delay after which your question should appear under "newest" too.
