What is about? What value does the tag add and what questions does it clarify?

I was thinking about the tag wiki and excerpt which define what it means - imho useless because it basically says something like Web development means developing for the web.

So I think we should either:

  • decide where is this tag appropriate and edit the tag wiki to reflect that
  • get rid of it
