I don't think it's off topic, the answer is "it depends" which causes certain programmer brains, which are apparently only wired to only think in 1 and 0 terms, to explode. –  Jeff Atwood Apr 21 '11 at 22:21

There are many .htaccess topics that better fit on SF. But RewriteRules specifically use regular expressions, which are sort of a micro programming language, thus often are better suited for SO methinks. (And often come in as php/htaccess tag combo.) –  mario Apr 21 '11 at 22:25
