This seems like a straightforward sort of concept to me. Why are there so many duplicate tags like this?

because user above a certain reputation score can create new tags. sometimes they do not check properly before adding a new tag... maybe some "tag admin" should check newly created tags... maybe not because an active system is auto-controlling itself (like in this case) and this type of issues get fixed over time. –  udo May 6 '11 at 14:41
@udo, it happens that users with access to the 10k moderation tools have a handy list of recently created tags, for easy monitoring. –  Charles May 6 '11 at 16:10
