Why is the button used to start a bounty located below the comment thread, rather than just underneath the question with the other collection of links? This would make it much easier to find, as well as ensure that it appears in the same place on every question, regardless of the length of the comment thread.

I don't think it belongs with those links below the tags because starting a bounty is quite a different action than to linking, flagging etc
