I just tried it on both meta and SO, and on SO, the pop-out works, on meta not, so it must be something that can be enabled per site. – fretje Jun 4 '11 at 22:51

Just use [tag:tag-name], where tag-name is the name of the tag.
The preview shown after the "About Me" text field will show it as [tag:tag-name], but it will be correctly displayed as , once saved.
