I just came back to a question of mine and tried to type two short comments on the two helpful responses. I had a bad user experience, from my perspective, when I could not type the second one in because 15 seconds had not passed.

@raven, I figured that was the counter to my request - in this case it was basically to give a little appreciation to the answer that was not really better or worse than the one I checked. I assume the whole thing is in the prevention of spam bots, and the low timeout makes using captcha irrelivant.. –  Aaron Anodide Jun 29 '11 at 0:19

It's not the 15 seconds that is aggravating, it is the timer reset if you retry in 14.5 seconds instead of 15. (one thousand one, one thousand two, one thousand three...) –  Robert Harvey Jun 29 '11 at 1:29

The misuse of comments starts with users who post endless "me too", "I agree", and other such banal chit-chat. Having said that, if you really did post two consecutive, useful comments in 15 seconds, that is an unusual edge case.

Stack Exchange is a wide-open and largely anonymous public forum. As such, one of our best defense against wide-spread misuse, spam, and overt vandalism is to throttle EVERY activity users can perform to a reasonable, human level.

I believe that any possible inconvenience you experienced by having to wait a few extra seconds to post another comment is trumped by the damage that someone could cause if they raced through the system posting:

I almost never hit the 15 second timer. But when I do, I'm usually very upset about not being to guess 15 seconds very well. Several times. –  sarnold Jun 29 '11 at 2:18

@sarnold the first time I trip it I changeup and count to 20 next time. If I don't get it then I leave the comment in the tab and open reddit. By then 15 seconds are usually gone ;) –  jcolebrand Jun 29 '11 at 2:39
