Mar 25, 2014 at 19:10 comment added animuson StaffMod @Flimzy Each site has a per-site set of reputation values for its privileges which can be changed by the SE team to suit the site more specifically. The "beta" and "graduated" privilege sets are just default templates.

While the numbers you're referring to are conventions, there are examples that diverge from those. For example, creating tags on SO takes like 3x more rep than any other graduated site, and comments on meta take 1 rep.
Mar 25, 2014 at 17:56 comment added Flimzy Who can edit those requirements? I apparently cannot on the site where I am a moderator. On beta sites, all the requirements are halved (and on private beta, halved again), if memory serves.

Mar 25, 2014 at 17:53 comment added Servy @Flimzy Yes. Notice how the permissions for quite a lot of things are already lower than on graduated sites. The permissions are all configurable per site. On graduated sites you generally need 2k reputation to edit posts/review suggested edits. (Not tag wiki edits.) And none of your users are even to that point.
