Cyrillic (and other non-ASCII) tags in chat rooms

There is an issue with displaying cyrillic (and other non-ASCII, I suppose) tags in discussions imported from comments on Stack Overflow in Russian:

Cyrillic tags from ru.stackoverflow.com are displayed as several question marks instead of their actual names. It's not code page problem - if you look it up in the page source, you'll see that tag name is actually bunch of question marks:

Even the URL consists of several %3f sequences (which is encoded ?) and leads nowhere.

I suppose it's not ru.SO localization bug, but the bug of Stack Exchange chat engine, that's why I'm posting my question here.
