A simple solution would be to have a pro-Ukrainian statement in an interstitial appear to Russian IPs. This would be relatively simple to implement and maintain and it would feel -- iffeel—if properly worded -- likeworded—like an encouragement for those Russians that do not support the war and a warning for those that unfortunately do.
