Why does the late-answer review queue sometimes spike in size by over 5000?

Whoa - I've just noticed that more than 8k+ late answers have just appeared in the review section. Is this due to a specific change in moderation or acceptance rules - rather than a glut of guilt from users not willing to answer old questions?
