I don't know what the problem is, whether I am banned from retagging questions or whether it is a bug, but I am not able to retag any question.

The retag option does not appear below a question whereas edit works fine.

I know that users with a reputation above 500 are allowed to retag and I have that much reputation. So why isn't this option shown to me?

    This was a recent update. Retagging is gone. Now there is only "edit". – Bart May 14 '13 at 14:11

    @Bart i think it will be better if every user gets notification about addition or removal of new features on as any one can not reach to the question link you have suggested to me ,new users will not know anyways thanks..it helped – NetStarter May 14 '13 at 14:16

    Very significant changes or other news-worthy items might be explained in a separate blog post. But given the amount of updates taking place, an explicit notification for each of them would get rather annoying. And users tend to find their way to Meta anyway, if they notice something strange.     @NetStarter The "Recent feature changes to Stack Exchange" post is almost always in the "Frequently Asked" list on the right side of the screen when you come to meta, so I've gotten into the habit of checking it out every once in a while. – Rachel May 14 '13 at 14:24
