I believe the image says everything. I've noticed this on several pages thus far.

Have you refreshed the page? This happens when the CSS cannot be loaded properly. It is usually a temporary issue. – Antony Jun 20 '13 at 15:13

That's the new design, hope you like it :) – mattytommo Jun 20 '13 at 15:14

@mattytommo Trying to bring back the ol' 90's web feel. People just don't want to let it die. – Servy Jun 20 '13 at 15:15
  • @Antony I've noticed it a few pages in a row, and on multiple SE sites. – cwallenpoole Jun 20 '13 at 15:15
  • @Servy not enough tables. – cwallenpoole Jun 20 '13 at 15:15

  • @JonW That could be so. This may be the same type of problem, and they may already have it under control. I saw smoke and called out "fire". – cwallenpoole Jun 20 '13 at 15:21

Maybe their CDN is down again. Wait 5 minutes and try hard refreshing. – Asad Saeeduddin Jun 20 '13 at 15:24
  • @Servy With the introduction of metro and even ios going for a more "minimalistic" look, this design is simply natural progression :) – mattytommo Jun 20 '13 at 15:29

This happens to me occasionally. Waiting a few minutes and refreshing almost always solves it. I've never bothered to figure out why, but I assume that whatever is hosting the CSS and scripts falls asleep periodically. – user102937 Jun 20 '13 at 15:30
  • You could crack open your browsers web developer tool and locate the missing resource in the network tab. As Robert mentioned, what you are seeing is the actual content, only with the stylesheets missing. – Lix Jun 20 '13 at 15:50

@Lix I'm aware. Unfortunately, requests to all.css?v=d9e1724a9748 are getting empty responses. (as are requests to stub.js?v=e9e6d9e79912) – cwallenpoole Jun 20 '13 at 15:53
  • Not sure what caused the fix, but it is working now. – cwallenpoole Jun 20 '13 at 16:45
