While I am searching answers on Stack Overflow site, there are some users that are known of that technology of my concern and often answered related to the same term that I am asking for.

May I know how do I start chat with him/her for my answer?

Open that user's chat profile link..

This is user profile link

add "chat" word before stackoverflow.

and click on start new room with this user

or

you can also invite to in room .

    This technique doesn't seem to work anymore, the site user ID (at least from Information Security) and chat user ID are different. – WhiteWinterWolf Jul 2 '16 at 13:33

    @WhiteWinterWolf this answer is specific to Stack Overflow, which got its own chat domain. To find a user on the general SE chat, one must search the chat users list. – Shadow Wizard is Ear For You Dec 25 '17 at 9:35
