Questions have been migrated to localized meta sites have [discussion] tag in English instead of localized base tag.

E.g. in Russian Stack Overflow: in question Где найти практику? base tag should be [обсуждение], not [discussion] which is a synonym in this case.

It is so not so bad. The problem if that a migration will be rejected if the question to migrate doesn't have a tag what exists also on the target site. It is one of the disputable limitations of the question migrations of the SE software.

My suggestion would be to still have the "discussion" tag - but as a synonym to обсуждение.

    It IS a synonym already. – Laurel Mar 23 '17 at 21:26
  • And the tag is applied automatically - much like the untagged tag (which doesn't need to exist beforehand either). – Sonic the Bracketed Hedgehog Mar 7 at 22:33
  • @SonictheWizardWerehog Not exactly - if the question to migrate has no tags which would exist also on the target site, the migration silently fails and the questions becomes closed on the source site. It might be different for mod migrations (example), but so is it for community migrations. – peterh Mar 8 at 9:27
  • Ignoring blocked migrations. Additionally, if the target site is a meta site (which it is in this case), this restriction does not exist. – Sonic the Bracketed Hedgehog Mar 8 at 9:37
  • @SonictheWizardWerehog And, the important thing is: a tag should exist on the target site as a real tag, synonyms don't count. If the target site actually has a tag of the question, but it is not a tag but a tag synonym there, it counts as if the tag on the target site wouldn't exist. – peterh Mar 8 at 9:40
  • In case the destination site is a meta site, the rule you mention is waived. You don't need a matching tag to migrate to a meta site. This also applies to community migrations, not just moderator migrations. See the migration FAQ. – Sonic the Bracketed Hedgehog May 23 at 0:19
