Moderators (and certain employees with moderation privileges) can see deleted comments:

Moderators can now view any deleted comments on a post, via an option on the post's menu that aptly says "show deleted comments"

Answer to Allow moderators to see deleted comments

Nobody else, even the author of the comment, can see deleted comments.

  • In theory you can also sometimes see notifications of deleted comments. It's indirect but it's worth thinking of what you comment, even if it's ephimeral – Journeyman Geek Feb 8 at 3:26
  • Additionally, some sites, such as Interpersonal Skills, keep permanent public records of all comments posted, on chat. (cc @JourneymanGeek) – Sonic the Reinstate Monica-hog Feb 12 at 10:37
