How can I get an alert in JavaScript in real time when new questions pop up on any Stack Exchange website?

It's not a duplicate of How to get an alert when new questions are posted on Stack Overflow?, because the goal is to alert() on new posts directly in the web browser. Not via email.

Ideally, the alert box should have a title/description, and can be clicked to open a new tab in the browser.

If there isn't any already-built project like this, what would be the steps do so?

Not my downvote (though it's a bit open-ended), but please have a look at How do the Stack Exchange WebSockets work? What are all the options you can send to them? - that's exactly what you need.

@Glorfindel Minor note: depending on how the OP defines "any stackexchange website", that may not work for them as it doesn't include Metas (except for MSE, which is included).

@cocomac you need to subscribe to each per-site meta separately, but otherwise it should work ...

Do note that Stack Apps has a notifications tag as well: stackapps.com/questions/tagged/notifications , not sure if that has something that fits your requirements.
