Chat rooms can become frozen either manually by moderators, or if they are inactive for 14 days. Moderators can unfreeze frozen rooms. Ordinary users, including Room Owners, can't post messages in a frozen room. If a site has a single chat room associated to it, that room will not freeze automatically for inactivity.
