I don't think it makes much sense to indicate to me, the OP, that I have enough reputation to answer my own question. While it is important to notify a OP that they _cannot_ answer it, I think that indicating that they _can_ does not add value. 2. Once you've seen this banner several times, it would be useful allowing to dismiss it or leave it on the footer. It takes important space when it is no longer relevant.
