I think this would be a cool feature people can earn by increasing their reputation.
It would be a special type of down vote people who have a certain amount of reputation points get.
When used it will send a message (with details on what needs to be fixed) to the person being downvoted.
When the downvoted person addresses the problem they can respond with ...

Yeah, I am aware of this. But not going to have the time to fix it. Workarounds are to put the mobile browser into desktop mode, or (as you said) to put it into landscape mode.
