If I say that you are ignorant of or ignorant about something, that's typically inoffensive and just suggests you lack that particular piece of knowledge. But if I just describe you as ignorant without any further qualifier, it suggests that you are just generally poorly-educated and unknowledgeable; in that context it's an insult, much like calling you stupid or uncivilised. ("Ignorant" is also, weirdly, used by some leftists to mean "bigoted", but I don't think the CoC is alluding to that meaning.)
