Can i Should I ask a new question related to an existing question as i am not able to comment on a post in that particular question due to less reputation?

I found a question which iI wanted to ask on stackoverflowStack Overflow, the questioner has commented the answer on question itself. 

Now iI need a clarification on his/hertheir comments, but as i dontI don't have enough [reputation]reputation to comment i cantI can't comment there. So iinstead, I posted my comments in the answer field. Within a minute my post got deleted as it was obviously not an answer. 

But everybody suggested me to me that I ask a new question and givingwith a link to the existing question. Is it a rightthis the correct way? Isnt itWon't that create duplicate question? I am new to asking questions in stackoverflow. So, please help.
