Nov 18, 2019 at 6:19 comment added user56reinstatemonica8 For the UK it's UK law and not EU, and was clarified recently after some controversy about exploitative unpaid internships by for-profits. The main relevant criteria are, minimum wage applies if "they only have a limited right to send someone else to do the work (subcontract)" and "they have to turn up for work even if they don’t want to", see gov.uk/employment-status/worker and gov.uk/employment-rights-for-interns - usually, UK for-profits can have unpaid volunteers so long as those volunteers don't have essential duties that only that one specified person can perform.

Also note that if someone, or some group of people gives a list of volunteer moderators to the DOL, and the DOL contacts the person to invite them to a phone interview, the individual can decline to participate. // I forgot to say, I believe SE has an office in London. I hope someone will look into the labor laws in the EU and let us know what is possible there.

One quick concern though - is there a danger of non-US moderators who do some moderation while in the US on non-business visas (e.g. while on holiday/vacation), who respond to DOL queries honestly and in good faith, then finding themselves in legal trouble, for "working" in the US without a work permit?
