Duplicate of Should "move-to-chat" be provided on demand (as a button perhaps)?
Oct 14, 2020 at 7:57 comment added Sonic the Anonymous Hedgehog @PM2Ring Ah, sorry, seems I was confusing that with the moderator move comments to chat feature. That does do that, but it seems like the normal user "continue discussion in chat" option doesn't.
Oct 14, 2020 at 7:31 comment added PM 2Ring @SonictheMaskedWerehog Are you sure about that? A couple of months ago, I got the automatic message asking would I like to move to chat, but then I was warned that the other person didn't have enough rep to chat. Sorry, I can't remember the exact date, or even which site it was (but it was probably Physics).
Oct 14, 2020 at 6:05 comment added Sonic the Anonymous Hedgehog @PM2Ring That's not an issue in the current model. The post author and users who previously participated in the comment thread get explicit write access to the room, even if they don't have enough reputation.
Oct 14, 2020 at 5:38 comment added PM 2Ring Also, there's the issue that if the other person is very new they may not have the 20 points required to post to chat.
Oct 14, 2020 at 4:23 comment added Mast Problem might be that while we want to move comment threads to chat, we may not want to promote creating too many rooms either. I don't know the resource usage of an inactive chat room, but I imagine it's more than that of removed comments.

Oct 14, 2020 at 1:58 comment added Sonic the Anonymous Hedgehog This would probably be better served as an answer to Should "move-to-chat" be provided on demand (as a button perhaps)?, the prior suggestion. See How do I get attention for old, unfixed bug reports and feature requests without official responses here on Meta?.
