Sometimes SE recieves spam in foreign languages like this (scroll down to see). Why they don't care?

They do care. Spam in foreign languages is still flagged and deleted as spam.
That particular post, though, is not spam. Google Translate translates it as
It is the idea of continuing with the science of AI. Humans can think and find solutions with their own brains. In problems, they have experience, know what is happening, manage things, know before they happen, solve problems, and show themselves on the internet without signing contracts on the work of the country. It is not illegal for every foreign tourist to have an opinion and understand if there is a mistake. AI thinks and solves.
That doesn't advertise anything, and isn't spam. It is however, not an answer to the question asked, and I have flagged it as such. It will likely be deleted for that.

1Deleted by whom? That site has no moderators. I don't expect NAA flags to be handled by staff. (The only way to actually have a post deleted by "external" users is by red flags.) Commented Dec 6 at 14:14

If some posters make bad posts, it's not SE's fault, it's the poster's fault. The most SE can do is create the rules and set up a system to enforce them. To say they don't care is subjective, the website has rules and the rules are enforced. The staff can't spend their whole day monitoring every post on every website in the SE network. This website is a community moderated site as well, meaning the community users can help to encourage people to post within the rules.
