Is Admin on one SE allowed to change my username across all communities?

Admin from hardware recommendations ArtOfCode wouldn't stop pestering me...

We had a few runs into each other in the past....

Newest one my username on SO Hardware recommendations was like this:

Mͣͭͣ̾ Vͣͥͭ͛ͤͮͥͨͥͧ̾

(On all other Communities I just had plain Matas Vaitkevicius)

However he had already deleted all my questions in the past, so my name was in zalgo just in my profile only on Hardware recommendations.... I did so to see if zalgo works as username.

Today I got an email:

Hello,

I'm writing in reference to your Hardware Recommendations Stack Exchange account:

http://hardwarerecs.stackexchange.com/users/924/user924

I've just removed your username and set it back to its default value, "user924". I've done this because your previous username made extensive use of "Zalgo" text, which is disallowed in usernames.

Please feel free to change your username back to something of your liking, bearing in mind this prohibition.

And he did this on every single community..... (Changed from Matas Vaitkevicius to user924)

Why are Admins allowed to change usernames across all Communities? Also I would appreciate if someone would revert my username to the way it was before (I am fine with user924 on hardware recommendations)
