If someone asks a question, and gets no answer after while, they get suggested to raise a bounty.

After a week the bounty expires.

If there was useful answer, then the OP looses rep.

So the scenario is really, the OP looses rep for asking questions that nobody else is interested in.

Is this intended ? Should we encourage a monoculture ?
