Should the primary phase of the election be eliminated?
It is a part of whole process and helps in gaining more knowledge about the person and understand him before voting and selecting him.

Should users be given a chance to correct their old answers before flagging?
May be user atleast be notify before flagging and given some time for his corrections.After that fragging process should be done.
