The tag top-users is for questions about the top users of the Stack Exchange sites and the lists of those users. There are lists in various places like on stackexchange.com/leagues; there's also a top user ranking for each tag on every site with an URL of the form <site>/tags/<tag-name>/topusers, for example the top users list for this tag. Informally, it's also used for the default view of the general user list found at /users/, because it opens on the Reputation tab by default.
